Member of National Parliament strongly questioned about the execution of the general state budget for the ministry of state administration which spends more money on travelling overseas rather than to the districts.
Member of commission D (for Economy and Development), deputy Josefa Alvares Pereira Soares said, there is a need to call on attention about this matter because the Ministry of State Administration has an important role in the process of development at the village level.
“What we have perceived from the transparency portal is that up to 12 June, the Ministry of State Administration’s budget execution in first trimester is 100% on overseas trips. However, local travels just reached 25,9%,” questioned deputy Soares at the National Parliament.
She said that in certain cases, overseas travels are needed when these contribute to the development of the country.
“They do not prioritize local trips when executing the budget. We can go to overseas when it is a priority,” she said.
Similar concerns were also expressed by MP Manuel Castro that the expenditure for this first trimester rose on overseas trips and that it will be worse still in the next trimester.
“It is only three months over and you have spent 100% for traveling overseas.How much more will you spend in the next trimester,” Said deputy Castro.
The Minister of state administration, Jorge da Conceicao Teme said travelling overseas is a necessity and his ministry needs to spend more on it.
“I do not authorize people to go for on outings overseas, but I do authorize people to go travelling overseas when the trip contributes for development as well as respond to our needs,” Said Minister Teme.
He said, the amount of the general state budget for 2014 allocated to the ministry of state administration is $ 37,479M and 53% has already been executed in the first trimester.
He added, the budget allocations mainly apply to goods service, salaries and human capital development, particularly for the National Program for Villages Development (PNDS).
“The PNDS program will cover 442 villages across all territories in this year,” Said Minister Teme.
