Vice director of Fundasaun Mahein (FM), Joao Almeida, considers that so far the police intelligence work is slightly late in detecting conflicts.

According to him, the intelligence agents should have complete data on the ongoing problems and submit to the competent authority to take further prevention steps.
“Those facts show that the work of intelligence agents is not maximal in detecting and providing information for the competent authority,” the vice director said.
He said that it has been many times the PNTL intervening problems after it occurred because there is no available data.
He said, like last year problem of “Kibata”, logically the police intelligence agents had detected it and took prevention steps before it happened.
As response to this problem, Operation Commander, Superintendent Armindo Monteiro rejected it and said that police intelligent agency is now working and functioning. However, he said that the intelligence Service has its structure, organization and hierarchy. It should work through order, how to collect information, analyze and report to take prevention steps.
“The intelligence agents’ information is a fundamental base for taking crime prevention steps in the country,” he said in Caio-Coli, Dili
Up to now, he continued that all criminal cases happening recently are mostly individual spontaneous crime.
“We cannot consider it as organized crime,” Commander Monteiro reported.
