MP: The Main Cause Of Incest Should Be Identified

Member of National Parliament, Ilda Maria da Conceição asked civil societies to conduct in-depth research to clearly identify the main cause of incest, which is currently growing within the country, so the government could intervene.

The Female Group of Parliamentary Member (GMPTL) said she was aware of incidences of incest but she didn’t know clearly the causes, making it difficult to intervene.

“Actually the state should look into cases of incest to determine why it happened, in order to allow the government to be able to create conditions to prevent it to occur,” said da Conceição, MP of Fretilin bench, at National Parliament.

Meanwhile, the Advocacy Coordinator of Timor-Leste Woman Communication Forum (FOKUPERS) Honoria Lopes said they had not carried out specific research on the cause of incest but they had carried out research on the main cause of domestic violence.

“We have not planned to research the cause of domestic violence and incest,” she said.

Nevertheless, based on the information from victims and the real situation that the main cause is the man’s position of power within the family, they could not do anything for family members who lived together in the family including daughters.

Coordinator of FOKUPERS Shelter home, Judit R. da Concieção, said in 2013 they received 37 victims of incest who are currently staying in the shelter as some are pregnant and have babies yet the offenders have not been captured.

Based on the data the organization collected, between 2007-2013 there were 85 cases.
Of this number some cases have been resolved in court.
