Prison Work Impeded By Manual Systems

Currently the prisons in Becora and Gleno use a manual system when filing reports and this impedes the professionalism of their work.

National Prisons Director Helder Cosme Marcal Belo said the manual system was not just for filing reports, but also for all work between the ministries. 

“Sometimes we give reports to the Ministry of Social Solidarity, the Prime Minister and the President of the Republic, but we continue to work manually,” Director Belo said at Hotel Timor, Dili.

He said one example was that the State Secretary for the Promotion of Equality asked for data from 10 years ago and it was difficult for the prison to supply the data. 

In another case, the Ministry of Social Solidarity asked about prisoners who had been released.

He said there were also technical operation issues, as sometimes there were changes to preventive sentences and the data appeared twice, so when they counted the quantity it was difficult with their human resources.

“Even though we have difficulty, we still work with the justice facility to keep running our duties and manage our human resources,” Director Belo said.

In response to this concern, Vice Justice Minister Ivo Valente said they already had a system, as recently the Minister of Justice, the Court of Appeal and the Ombudsman launched an integrated information management system.

“So the prison can take advantage of a technological system, which is not the same as a manual system, done one by one,” said Vice Minister Valente.

He also said they should prepare staff to be responsible for the database.

In regards to access in the prison, he said there should be a technician who knows what documents the public should know about and what documents the public shouldn’t.

“On this we will work with the team supported by AUSAID and we hope that AUSAID gives support that has a positive impact on the database,” said the Vice Minister of Justice.
