
The National Members of Parliament (MPs) have failed to make significant progress in the past four years, said the Executive Director of the Judicial System Monitoring Program (JSMP) Luis Oliveira Sampaio.

He said political reasons were behind long delays in getting important work done.
He said MPs often wasted time on trivial things, while at the same time abandoning important tasks.
He said this impacted on their main job as legislators, inspectors and decision makers.
He also said MPs failed to prioritize the laws which related to people’s lives, such as land, the life pension and crime reparation laws.
He added that there were only a few minor laws scheduled to be discussed in 2016 and that anti-corruption laws had also been left off the agenda.
However, MP Virgilio Hornai said it should be noted that in the III (third) to IV (fourth) legislatures the parliament had made many laws.
“Some important laws have not been discussed yet, but they also need to know that it’s not easy because we need to have conscious and in-depth discussion before these are approved,” said Hornai.
