
An absence of urban planning laws has led to haphazard construction of residential and commercial buildings, according to Member of Parliament Arao Noe.

Noe said multi-storey homes now overshadowed the Government Palace, creating a security threat.
However he said the government was powerless to intervene without a legal basis.
“We should have laws which define parameters for building offices, stores and houses,” he said.
State Administration Minister Jorge Teme said urban development laws were in the pipeline.
“We will create a law which regulates construction of homes near embassies, foreign missions and state buildings,” he said.
The proposed laws will limit the height of neighbouring buildings.
He said bringing the laws into effect would require co-operation from administrators and xefe suku as community consultation was important.
“Our people need to understand these laws and agree there’s a need for them,” Teme said.
Should a law banning high rise buildings near government buildings be passed, owners of such buildings constructed prior to the ban would not be compelled to demolish their dwellings, he said.
