Upgrades to the road connecting Tibar and Liquisa are well behind schedule, with only 20 per cent of the project complete.

Commission E member (infrastructure, transport and communications) Manuel Castro said work was progressing very slowly.
Work is Maubara was also behind schedule, he said.
Castro said the company running the project was failing to hit deadlines set by the government.
He said the work was progressing slower than that on the road from Karimbala to Loes, and urged close attention by the Ministry of Public Works.
Castro implored the company undertaking the project to ensure the work was able to stand up to the test of time. About US$20 million has been budgeted for the project.
Deputy Albina Marcal denied that the project was behind schedule. She said the construction company was acting professionally.
Public Works minister Gastao de Sousa said the positive progress had been made on the project.
“The company is doing its job; we must be patient,” he said.
He said while the contract was signed last year, the project only began five months ago as the materials took time to arrive in Timor-Leste.
