Official documents show the Health Ministry (MS)has used only 7 per cent of its 2014 budget though Member of Parliament Florentina Smith claims the department has exceeded more than that amount on overseas patient transfers alone. 
MP Smith said documents published on the government portal show a budget execution far smaller than the reality.
She said the Health Ministry had actually spent 16.7 per cent of its budget allocation in two months.
The Fretilin MP said for two months, the ministry recorded no expenses in its budget execution documents.
MP Benvinda Catarina Rodrigues echoed her concerns and said clear information on how the Health Ministry had spent its money was unavailable.
The Frente Mudansa MP said many patients were examined at HGNV with results then sent to Chindranita, meaning the patients should pay $125.
MP Carmelita Moniz called on the MS to plan its budget properly.
She said laws dictated that should departments fail to execute their budgets correctly, those budgets would be reduced.
In response to the issue the Health Minister Sergio da Costa Lobo said some budget execution planning is done and it’s in the shopping process but it haven’t paid due to it haven’t inserted in the system.
“If we see the total between the commitment, the obligation and cash we are reaching 19,38%,” Minister Lobo said.
Regarding to the overseas trip he said it’s really based on the plan that we have put in the state general budget 2014.
About the medical equipments it’s from the budget $13 million he said it’s been executed 50% in order to do the extension agreement with the Kimia Farma to insert the medical equipment based on the shopping list of Kimia Farma.
Apart from that he said the Ministry also is opening the tenderization process on the Companies in order to insert the medicine items which is not in Kimia Farma list due to they cannot be produced some items and it’s expensive.
