
Member of National Parliament (MP) Inacio Moreira has questioned why emergency projects have been operating without budgetary approval.
The Commission E (infrastructure, transport and communication) member said the budget for the emergency project should have been discussed with the State General Budget (OJE) 2014.
“Some projects have reached 70 per cent and 100 per cent completion,” MP Moreira said in Parliament.
He called for the company which holds the project to comply with legal processes, meaning it should have project contracts signed before beginning work on the project.
“The companies should look at the law decree which indicates that the decision to run projects is made by the State Secretariat or Minister,” MP Moreira said.
State Secretariat of Public Works (SEOP) Luis Vaz Rodrigues said emergency projects had been running in five districts.
“The project doesn’t run if the budget isn’t approved, so we are waiting for it,” he said.
He said the parliament will hold detailed discussions about the emergency projects as they require large budgets.
He said the budget for this project was large as in five districts, 152 emergency works projects were to be conducted.
