Secretary of State for Institutional Fortification (SEFI) Francisco Borbolaco has said pre-decentralization programs must be able to make plans, particularly priority plans for districts.

“He or she should know how to make a plan,” SE Borbolaco said at the Dili Convention Centre.

The Secretary of State said a manager should be financially literate, and should be able to lead discussions as well as know how to make a monitoring report.

“As a politician and also as a servant he or she should know administrative processes properly,” he said.

He said a manager should be familiar with the strategic plan so the program can work within policy, working towards a singular concept and vision.

Former Member of Parliament Elisario Fereira said he was still confused about managers as managers are in various sites.

National University of Timor Lorosae (UNTL) head Aurelio Guteres said there were many people suitable for managerial positions as they had been preparing for such roles for 10 years.
