The President of Asian Federation Against Involuntary Disappearances (AFAD) Mr.
Mugiyanto, believes the Timor-Leste State and the Indonesian State are violating the rights of the victims and the rights of the families of those who disappeared involuntarily during the 24 years of Indonesian occupation of Timor-Leste. 
According President Mugiyanto the victims and their families have been denied the right to information, justice and truth; including also reparation.
He said involuntary disappearances are a violation of human rights which is a serious crime and today the families of the victims are still living in suffering because there has been no justice for their loss.
“Victims become victims when their right to get adequate justice and truth is not fulfilled by the State” said President Mugiyanto during a visit to Dili in late 2013.
He noted the economy of Timor-Leste still relies heavily on Indonesia but so far there has been no negotiation about justice and it is the State’s duty to ensure justice for people and to make the Indonesian government accountable for the violations committed in the country.
He urged all civil society organizations in Timor-Leste and Indonesia to monitor the work of the two governments on this issue and to keep raising concerns if they are not doing an adequate job.
Meanwhile José Luis Oliveira, a human rights activist, considers the involuntary disappearance of people a continual human rights violation, especially in what concerns the access to information related to people’s disappearance.
He added state’s institution keep secrets from victims and their families.
According to him the perpetrators of human rights violations can be found not only in Indonesia but also in Timor-Leste.
“When victims’ families do not have information about their lost relative it means their rights are still being violated. Indonesia used to violate us but now we do it to ourselves.”
