
The Minister of Justice Dionisio Babo appealed for the community to actively participate when the government raises awareness about a law, so they can increase their knowledge. 
Minister Babo said often the government and institutions like the Ombudsmen for Human Rights and the Anti-Corruption Commission raised awareness about relevant laws, but sometimes the community didn’t really participate.
“Therefore I ask the community that please, when they raise awareness everyone should participate, not just the Village Chief and Administrator,” said Minister Babo in Bebora, Dili.
He said the community needed to cooperate with the government, not just make demands, and the community should also search for information because the government’s system was to make decisions regarding to the law based on their capacity.
“We disseminate information in ways other than just meeting them directly, like through newspapers, radio and television which are easy to access, the important thing is people have the desire to learn,” said Minister Babo.
On the other hand, Executive Director of the Judicial System Monitoring Program (JSMP) Luis de Oliveira Sampaio recognized the Ministry of Justice went to the field to disseminate information about the law, but said the government needed to strengthen their system.
“They need to design a process and mechanism to go between people based on their capacity and make simple materials so people can understand easily,” he urged.
On the other hand, student Ajay Fernandes said he did not understand the law so it was not just communities in rural areas but also in the capital Dili, as they also hadn’t learnt about existing laws.
