
The National Laboratory (NasLab) said it had ordered the demolition of four infrastructure projects in Dili due to poor design quality.

NasLab Director Saturnino Gomes said the decision was taken as the road and bridge projects did not adhere to the design proposal and bill of quantities (BOQ).
“They (the projects) were supposed to be based on the BOQ and the design,” said Gomes.
“The asphalt should be 10cm, but it was just 6 or 8cm. It’s against the law so we had to demolish them.”
The four projects were all located in the Bidau, Hudi Laran, Dili port and Kaikoli areas.
Gomes said NasLab had an obligation to take action if projects were of poor quality and did not meet the required standards.
He added that the NasLab team had completed the verification process before demolishing the projects.
National MP Antonio Serpa said NasLab was helping to improve work quality.
“It was their obligation to do that because we only want quality projects,” he said.
Serpa said if something is designed to last 20 years, then it should be made according to the specifications.
“The base should be of quality so it can endure until the time that has been determined,” he said.
He also urged the government to allocate funding in the budget for roads maintenance projects.
