
Member of Parliament (MP) Manuel Guterres has objected to the Secretary of State for Vocational Training Policy and Employment (SEPFOPE) conducting road repairs in Pante Makasar, Oe-cusse, as it falls outside the agency’s scope as employment and training department.

MP Guterres said while SEPFOPE had license to conduct road repairs in rural areas through its rural employment program, the Pante Makasar project was in town and should have been the responsibility of the Ministry of Public Work.
“I need to have the clarification as it’s confusing,” MP Guterres said in Parliament plenary.
He called on SEPFOPE to explain to the National Parliament where the funds used for the Pante Makasar project had come from.
Secretary of State Ilidio Ximenes da Costa disputed MP Guterres’ claim that Pante Makasar was not a rural area.
“It’s not true, the place is in a rural area,” SE da Costa said.
He said the money for the project came out of the public transfer funds.
SE da Costa Parliament would be right to ask questions of SEPFOPE if the money had come from the Capital Development budget as this was against the law, however he said the funds in the public transfer were open to flexible use.
