
Plan International is promoting social advocacy in Timor-Leste to combat discrimination through an international conference themed “Breaking Barriers and Strengthening Diversity in Timor-Leste.”
The Director of Plan International in Timor-Leste, Fátima Estrela Soares, stated that people living with disabilities as well as those identifying as Lesbian, Gay, Bisexual, Transgender, Queer or Questioning (LGBTQI) continue to face discrimination, both within their families and in wider society.
She explained that it is because of these situations that Plan International and its partners are intensifying efforts to combat discrimination, especially towards people with disabilities and the LGBTQI community.
“We want to create a safe space for young people and the community to share experiences, build knowledge, and find collective solutions to tackle discrimination,” she said in an interview following the international conference held at the Delta Nova Hall in Dili.
She emphasised the need to look ahead and identify actions required to foster a mindset where everyone’s dignity is respected across the nation.
“We are committed to advocating for policies that create space for all people and enable inclusive development for the future,” said Director Estrela.
She also noted that previously, Plan International had implemented a project to empower families with diverse identities, helping them understand their rights. This project has been implemented in three municipalities: Ainaro, Aileu, and Dili.
Meanwhile, the European Union Ambassador, Lotam Lerer, expressed support for policies that promote diversity and embrace social inclusion.
“People of diverse identities are protected under the law, so everyone must respect human dignity and avoid discrimination,” he said.
Meanwhile, the Ombudsman for Human Rights and Justice (PDHJ), Virgílio Guterres, stated that when discrimination arises, it can constitute a crime as it violates human rights.
“A violation of a person’s rights should be treated as a criminal matter and addressed in accordance with the law,” he explained.
He added that during his term, he will continue to advocate strongly for human rights, gender equality, and public policy intervention for good governance to combat discrimination.
