
Member of Parliament (MP) Francisco da Costa says Parliament has not yet scheduled the discussion of the municipality laws in the plenary as they are still with Commission A.
The Member of Commission A (Constitutional, Justice, Public Administration, Local Authority and Anti-corruption issues) said the commission was discussing the law.
“The draft law has been prepared in the period of the previous government and it wasn’t put in the agenda until now to be discussed,” MP da Costa said at National Parliament.
He said it was important for the plenary to discuss the municipality laws as they must be implemented for the pre-decentralization program.
“The descentralization program is good because the administrative systems are directly for the people, showing how much federal money is allocated to the districts for development,” he said.
Secretary of State for Institutional Fortification (SEFI) Francisco Borlaco said to become a manager for pre-decentralization program should know the priority plan within the district.
“He or she should know how to make a plan,” SE Borbolaco said at the Dili Convention Centre.
The Secretary of State said a manager should be financially literate, and should be able to lead discussions as well as know how to make a monitoring report.
“As a politician and also as a servant he or she should know administrative processes properly,” he said.
He said a manager should be familiar with the strategic plan so the program can work within policy, working towards a singular concept and vision.
National University of Timor Lorosae (UNTL) head Aurelio Guteres said many Timorese were capable of assuming managerial positions in the districts, with some having 10 years’ experience in such roles.
