
Driving licenses continue to be printed on paper, although the government allocates funding annually to the National Directorate of Land Transport (DNTT) to fix this.

National MP Albina Marçal said in 2015 the government has purchased a special card printer, but paper licenses were still being issued.
She also expressed concern that people could easily manipulate this system and called on the government to take proper action.
She said paper licenses were not durable, easily damaged and the community felt dissatisfied with this.
“It is not good using paper, [the] government should look at the issue,” she said.
She called on the government to provide a detailed explanation to the public as to why the licensing system had not been improved, even though money had been allocated.
“Is the machine out of order or what?” she said.
In response to the issue, the first supervisor for the Deputy Minister of Public works, Transports and Communication, Basilio Teixeira, said the new NDTT licensing office in Balide was still under construction and the machine was not being used at the current site in Hera.
“When the office construction is complete then we will bring the printer and we can use it,” he said.
