The Deputy Human Rights and Justice Ombudsman (PDHJ) Jesuina Gomes said their team has provided good governance training to school directors including to general inspectors of the state.

Vice Minister of Education II Abel Ximenes.

She said that the last training was conducted in 2013 and 2014 and that since all institutions submitted reports with recommendations to PDHJ which demonstrated in-depth knowledge about good governance and human rights issues.

“Their knowledge has increased to 75%, Previously they were at 50%. This is a significant progress,” said Deputy PDHJ Gomes in Dili.

She explained the change can be identified through pre-testing undertaken to determining their initial level of understanding, followed by post-testing to determine the progress achieved.

She added the trainees from Ministry of Education include teachers and school inspectors as they are important roles.

Meanwhile the School Inspector from Manatuto Municipality Amandio Soares appreciated the training program but highlighted many difficulties with program’s implementation.

He said the government needs to improve the management of salary payments because some teachers abandon their classes but continue to receive a salary.

“They abandoned the students during the teaching and learning process,” said Inspector Amandio.

In response to the issue, Vice Minister of Education Abel da Costa Ximenes acknowledged the issue and said that the government will make an effort to improve the payments system.

“We need to fix this,” said Vice Minister Ximenes.

He added though that the training offered by PDHJ is very important so he encourages those who have not yet attended it to make an effort.
